The original ERDL camouflage pattern was developed by the US military in 1948. It wouldn't see general issue for the US Armed Forces but would be adopted by several militaries around the world, Taiwan being one of them. 

This pattern was adopted in several variations by the Taiwanese beginning in 1991. Gradually it was phased out in favor of a digital camouflage pattern still in use today.
